...be forced to initiate some excruciatingly frivolous & DOA congressional debate about how to judge the intended meaning and intended audience when someone types ";)" or "😉" (and other non-text symbols).
In the end, they'll have to somehow argue that this isn't a clear violation of 1A. When the fails, they'll realize there's no way to stamp it out, AND, simply by arguing it in the first place they'll have been forced to show their true motives/colors.
