At the time, those hats were the flat brim thug life hats of today.
These guys had all the young chicks lining up. Older guys in black top hats and tails hated them!
In Victorian days they were the casual wear of the upper classes, often worn while wearing an equally casual white or pinstriped cotton suit in warm weather. If you're an Oxford toff you wear one while you punt down the Cherwell--or rather, have someone punt for you. Jolly good fun, what?
