It isn’t worth the trouble for employers to fire and then have to rehire and retrain new employees over this. Everyone knows it’s bullshit. Now, other people at my work are also not taking tests/refusing.

My boss and I danced around this issue, but he decided not to push the tests on us. I am thankful that I never had to lay down the ultimatum like you did... I wonder if I would have had the courage to actually do it if the boss had gone a different way.
