Some areas buy them and install them based on innocuous sounding causes, as relays for city maintenance data for instance. A city might claim they need those so smart meters can communicate their data...
Or any other data, pictures from cameras, data from thermostats (as were used in the Georgia election), televisions, lots of possible data sets can be transmitted along.

Those and cell phone towers would make good choices if someone needed to stop data flow.
Thanks. A small handful popped up in various places. I initially thought they might be traffic flow sensors, but their placement doesn't make sense for that purpose. The wife and I finally decided that they were surveillance devices of some sort. We're probably right.
