Get involved in your county GOP. It's like touring a sausage factory, but it has to be done.
Basically what's needed is butts in the seats to vote. Party leadership will do everything they can to stop people wanting to change the party from showing up. They'll hold meetings in remote areas of the county early on weekend mornings and then lock out anyone who is late. If it looks like the vote might not go their way, they change the rules and suddenly bus loads of people instructed how to vote show up.
