Everyone by default is a civilian. They can benefit from our society’s largesse, but they don’t get to vote unless they serve it in some way. Even though that movie was about the military side, their society allowed for other types of service, and “service guarantees citizenship.”
When you have a stake in something you want it preserved, and it’s the people who feel like they have no stake in our society who are causing all the problems.
It should be like in Starship Troopers.
