They use the tunnels all the time, its not abnormal. The tunnels connect their office buildings to the Capital so the Members and their staff can run back and forth quickly. There are even golf carts and moving sidewalks.

I'm not suggesting security isn't heightened, but interestingly the use of tunnels in this cases isn't as subversive as its sounds.
