Article 2 section 1, only the president of the Senate (VP) is able to open and count the certified electors and has to be done in the presence of the Senate and Hose. There is no EC if Pence is not there. Calling BS on this. Not sure if this could even be used as a delay tactic since mitch Tha bitch could use the Senate rules to arrest the VP and compel him to fill his constitutional role. Probably the only way outside of impeachment and removal the legislative branch could touch any of the executives.
