Level 3 stops all normal handgun rounds and most rifle rounds that aren't armor piercing.

Bare minimum for level III plates and carrier is about $300.

Only if you want to spend top dollar, or if you want soft body armor (kevlar) to back the plates.
Decent inexpensive ones, that just hold the plates, can be found for $50.
