In the drive to paperless, hotels don't send paper confirmations anymore.
If you stay in hotel often enough, you just show up, you don't bother the paper. If you have an issue, you then dig out your reservation on your email or smartphone app.
There are people with legitimate private business in D.C. and do not stay in Hotels. (AirBnB, friends, corporate owned housing)
There are road closures and no-parking areas that started today to make roads into pedestrian areas. There are areas of D.C. like the Whitehouse lawn that are sensitive and/or off limits that may get you a glance.
