This shows intent to go outside the letter of the law to commit fraud. Nevertheless he is an agent for the official the same way a deputy is acting on behalf of a sheriff.

I see what you're saying, but there's no conflict of interest there? I think it's inappropriate for a paid independent contractor to get up on the podium to talk to press as the lead. If he is the only person who understands the process/technology so is the only qualified expert to discuss it, that is a SERIOUS problem.
