No. The IA amendment was in some unfinished version of a bill back in July 2020 that didn't even make it in the final version.

And besides, it's unconstitutional for congress to try to usurp executive power away from a president.

The IA isn’t a constitutional power of the President. The IA is an act of Congress and can be changed by Congress
