The PA Constitution ends Legislature office Terms on Dec 1st and there was a court order holding up the certifications (bc of the frauds going on). So given the numbers and things, the timing of the PA Constitution made PA rather unique situation. (On ballot was 100% of State House seats (bc 2 year terms) and 50% of State Senate Seats (bc 4 year terms.))

to add to what u/540k-Again said. If the legislature had wanted to do stuff after Dec 1st, the speaker would have needed to call an emergency session and swear everyone in early. The speaker of the house in PA is Brian Cutler, and he has not been in support of doing anything.
