Nixon ignored the signed votes for himself and counted the votes for Kennedy. He did this because the signed votes were from the initial count but a recount showed Kennedy actually won. In other words, the official "signed" electoral votes were deemed illegitimate and discarded. VP Pence could do the same claiming they were illegitimate due to fraud.
There are fraudulent certified votes for Biden. Namely, PA, AZ, WI & GA Pence has an obligation to the constitution to send these votes back to the states legislatures with instructions to fix them! The certification is "worthless" because it was certifying fraud and thievery. They need to be sent back and corrected. The constitution or any legal document is exactly that a "legal" document with no fraud intended!
