Very capable, understood power and how to use it. Will never understand his not contesting the 1960 election which was clearly stolen; he did it "for the good of the country". He was right and wrong at the same time. While a very competent President and pretty conservative, he established the EPA and instituted wage and price controls. I remember thinking, WTF?!? I wasn't happy with the opening with China, but Nixon was no fool like the Presidents following Reagan up until GEOTUS. He knew that peeling Red China away from the slime sucking Siberian snow pimps would complicate the hell out of the Russkie's lives, and he never conceded a damn thing to them, so on balance it was a brilliant move. His successors with the exception of Reagan and GEOTUS were the ones who fucked it all up.
The EPA had a real reason to exist at the time of its creation, and did a lot to make America a cleaner place. Non flammable rivers and air you can't see are good things.
It just should have been disbanded sometime in the mid 80's.
Something needed to be done, that's for sure. I remember when Lake Erie caught fire. Once a government entity is established, it never goes away. Instead of the several years of EPA getting organized before they started actually doing anything, it would have been better to have the Dept. of the Interior survey needs then provide funding to the States for the sole purpose of cleaning up the messes.
