Once contracts are locked in the contractor gets paid regardless. We were closing up bases in Kuwait and they were still building the gym because they had to do the work even though we were leaving lol

I would not be surprised if they let the contractors get paid to finish the wall and then pay them again to tear it down.
Just more taxpayer dollars afterall.
