Salt Lake City had secured their Olympic bid by bribing members of the International Olympic Committee. They were busted by a local reporter and that in turn roiled the city in a huge scandal, with worldwide negative publicity.
It was likely that the IOC was going to throw SLC under the bus by retracting SLC’s bid to save their own butt. Problem was that the Olympics were 2 years away and it would have been a huge disaster for all parties involved.
