Per the georgia sos website, citing state law, anyone who can legally register to vote in georgia can vote in the run off. They dont need to vote in the general, and they dont need to be registered before the general. They just need to be a resident of georgia that can legally vote, and register prior to the run off deadline (dec 14 this election)9
