I think that if money were no object, I'd put chips in every single ballot to make sure they are all counted, and that when a ballot is counted, the chip shuts down to prevent multiple counts for the same ballot. Plus, we should have a system where if people show up in person, they turn their vote in directly to the machine to bypass any morons trying to do something odd. There should be monitors on the servers to make sure that there are no irregularities and/or vote changes. And for any reason if a candidate LOSES votes the whole thing has to be shut down because there is no logical way for a candidate to lose votes (Trump did on a handful of times). We need to fully renovate the election process to the point of which nobody can physically cheat, and there are many different valid ways of doing this, even without spending a boatload of money.
