Freedom of association permits citizens from associating and being with anyone we please. It’s why we can’t arrest MS-13 members for simply being MS-13 without any evidence of a particular crime that person has committed.
We can designate foreign groups as terrorist organizations because they lack those same rights of association that our citizens have.
