Look for mines that contain Thorium, Look for areas that are arid, build the TMSRs, start super deep core mining, Invest in Greenhouses, and Osmosis Generation through Electrical conduction to generate water and oxygen molecules from the air itself. That alone would put any state into self sustaining territory.

Digging deeper allows more room to grow, expand, and eventually setup to colonize space. TMSRs would allow great energy generation, and the rare earth mineral Monazite can be used for electronics(not counting the fact that we can make artificial magnets through electrical manipulation of metals from the energy being generated). Greenhouses can be done just about anywhere so food shortages would not be an issue. Expanding to space allows us to bypass their plans to kill humanity, and reach to the endless expanse of space(and all the resources there as well).
