They aren't discussing rejecting both sets of votes. They are only voting on rejecting the Biden votes. They will not reject those. They aren't even considering the alternate Trump electors from the contested states.
That's how I read it, as well. He's not going to choose one set of electors over another, but he still can return it back to the states for resolution.

For states that provide two slates of electors, I believe a legal option is to push the slates back to the state legislature for determination of which one is valid.
