What was the point of 7 states sending two slates of electors?

I thought since Arizona sent two slates of electors, Mike Pence could choose which slate to accept?

Or did that just enable the objection to take place by Republicans?

UPDATE: I read Mike Pence's written statement on his twitter feed. He disagreed that it was within his power to choose slates.

The Republican slates were not authorized by the state legislatures.

He didn’t accept anything yet, but put a statement our saying he would not object to the results by choosing Trump electors.

I think in order for them to be truly contested both slates need to be uncertified. But who knows.

I think he won't choose one. Our hope is that he kicks it back to the states for resolution.

The problem is no one knows how all of this works. Just assumption, this is why every one is now mad.

Congress is debating now whether to use Biden's electors. The House will choose Biden's. The Senate will probably also use Biden's. If the Senate chooses Trump's, Biden's will still be used as a default due to the House not agreeing.
