There are SWAT/bomb squad teams entering the capitol because of bombs/bomb threats. Whether or not you see this as a "retreat" or "cucked" or whatever you want to call it, it's because you aren't going to be allowed to stay in the capitol building via a seige. When SWAT gets in the capitol, and you are in there, they will drag your ass out, tied up like a roasting pig.
