The issue is that what Pence is doing is a weak gesture, to put it politely. People object, they debate, the Dems vote against ojection, joe is crowned. Pence needed to use his authority and say that he has two sets of electors, so they need to go back to the states and get it all sorted out. Furthermore, the way in which some of the electors were certified was not lawful, therefore those too need to be addressed.
There is the line of thought that he may have wanted to let the debate play out and then say that he does not have the power to pick one or the other set of electors, and then he would have sent them back. Based on Trump's reaction, I don't think this was going to happen though.

Pence was following how this needed to go. His letter was pretty vague to begin with.
There was a ton of this to play out first before the craziness began.
Plus, I really don't understand why Trump wanted everyone there to just give a rally type speech and walk away. What did he think would happen?
This was a powder keg with the fuse already lit.
I wonder if there is still a ton of this to play out yet that we are not even aware of.
