How does that not make sense? Retired Firefighter/EMT here, you have to do CPR until a doc declares death. CPR for a gunshot wound is all but useless, if she was to that point there's .001% survival chance. We would have to 'work' a gunshot would unless there was exposed brain material.
CPR means the heart isn't pumping on its own. For a heart attack or drowning that's because something is wrong with the heart, early CPR(8ish minutes from arrest) can be effective as it substitutes the hearts effort.
Think of it like a water pump and garden hose, if the pump clogs(heart attack), you can pump by hand until you clear the pump. If the hose gets shredded(shot), pumping more by hand does nothing. You gotta fix the hose, add more water and fix the pump at the same time.
