The Senate President's role is to deny those unconstitutionally certified electors and send them back to the State legislatures. The State legislatures are the only authorities allowed by the U.S. Constitution to direct the appointment of electors-- to see Article 2, Section 1, Clause 2:
Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
GA, PA, MI WI, AZ, and NV, all certified electors that clearly ignored the U.S. Constitution and each State's Constitutions.

Within days, the State legislature sued this unconstitutional maneuver through a corrupt State judicial system, all the way to the corrupt PA Supreme Court.
The PA activist supreme court then ruled in favor of the Election Board -- knowingly circumventing both the U.S. and the PA State Constitutions.
