Pence was chosen as an insurance policy. Trump knew that with Pence as VP they'd never actually make a serious attempt at removing him because that would create President Mike Pence. It's why we got a whole lot of bluster and an incredibly feeble impeachment but no serious effort to remove him.

If Trump's VP was someone more amenable to the left he would have been assassinated years ago.
