From what I've seen, he's never actually been willing to do what needs to be done to take them down. He wanted to find a way to be fancy and smart about it. He didn't want to just take them down with the force that is required.

I agree. He’s a businessman. He thought he could put negotiate and outsmart them.
He couldn’t because all they care about is power.
