She wasn't just standing there, she was climbing through a window that was just smashed into an area where the doors were barricaded because of the oncoming mob.
We never saw who the shooter was because they were on the otherside of the barricaded doors. Did you see the video where she fell backwards to the ground from the window she was trying to climb through. It's real quick. The guy with the rifle didn't shoot anyone.
