I think you're right. Watch the guy seen through the left door window, ducking into a hallway. He's visible just above the guy in the foreground that's wearing a stars and stipes hat. I kept going pause, watch until I actually see his hand come up, around the 10second mark as you said. He ducks back into that hallway after the gunshot.
Yes the closest guy to the left of the screen inside the hallway has his hand stretching out lining up perfectly with when we hear the gunshot.
Watching her, she got shot in the neck, her head seemed to fall down to her chest level as the gun shot sounded. I think the shooter was trying to aim for a body shot, but the timing of her ducking was unfortunate.

Separately I think you can see the shooter, but may not be what you are talking about. if you look at the far left window (not the left door window, but the one to the left of that), you can see when the american flag drops down around the 0:11 mark, there is movement into that more obscured hallway/doorway. so i dont think its the guy who is easily visible down the hallway, its the area and guy i've pointed out, closer to the women who got shot
