Shot appears to come from the other side of the door, and you cannot see the shooter in it. Police don't even realize at first that she's been shot, but the two guys next to her do. The police just watch her die.

Saw it from multiple angles, they move her, find the wound by moving the flag off her neck, and just watch. They don’t do ANYTHING to help her.
