They did react like someone's shot right behind them. Watch the video from the staircase. Everyone turns around especially the guy on the right, like someone said Boo from behind.
I'd need more angles, but that's not really what I'm seeing at all. They definitely react and turn that way, but not as if there is a live shooter in a crowd of people. More like, a holy shit, was this girl just shot, yes, yeah, she's shot, holy fuck kind of reaction.

Gun fire is REALLY loud, so loud most people could easily not differentiate which way it came from in a echo filled hall
