I don't think so. You can see the camera swerve at the beginning from the bottom of the stairs to then show her, not a single officer there has their weapon raised.

I didn't see them raised either, which is partially why I think it was a negligent discharge.

Except she's clearly in the higher position so the gun has to be pointed up (or a ricochet).
