They then manage their own militias, ensure they have command and control etc.
Second is the insurrection act. We actually have enough even on Pence.
The problem is that the Democrats have been legitimately engaged in insurrection since the 2016 election.
I like Trump but he's human and that's what they attack. They did the same to Assad. Contrary to the propaganda Assad basically avoided making the call because of the consequences and the threat especially from NATO especially as not wanting to actually call for war in his own country.
Islamic extremists, ISIS, didn't conquer large swathes of the country like nothing because Assad fully unleashed his military. In many ways that made his army very frustrated with a few rogue generals doing things while ISIS was free to run around unrestrained beheading women and children but the armed forces were constantly being told to hold back or be restrained.
This is the true burden of command. You have to push that big red button before it's too late.
