There was no way we’d get a majority, I thought it was 1 of each and Pence decides

It was tossed around by scholars that Pence could refuse to accept the votes of states that were objected to. That he could send it back to the states legislature for confirmation on how they intend to vote. He already said he wont do that.

You had to have one each to go into deliberations. Then it's likely to get sent back by Pence to the states from there. Then whatever comes back is deliberated on.
