I can verify this from experience. I was stationed at Andrews (ADW) for five years working in flight operations. The E4 would come in quite often when it was on alert. Its pretty much a flying version of NORAD and when the president steps foot on board, it becomes Air Force One. Think of it as Air Force One on steroids.
