I think the shooting doesn't make any sense. Basic cop training would be to never shoot a person who isn't a threat. And certainly to never shot somebody where this is a crowd of other people behind them.
Don't be naive. There was reports of "shootings" in the House before the first shot was fired. And before then there was a plane that was being flown into and bomb threats. They were trying to scare people off with anything so they can finish their dirty deeds even in pools of blood.
