President Trump knew about what was going to happen today, and called us all (in masses) to be there to witness the seige of the Capital, then (and get this) "DISMISS US" (an act necessary to invoke the Insurrection Act).
Repeat, this "dismissal video" (which is being scrubbed from YouTube, and other sites) is a requirement in order to enact the Insurrection Act.
If you watch POTUS' video, you'll notice it's very quiet in the background. If it was done at the rally (protest) there would have been a lot of noise in the background. This points toward it being recorded BEFORE the seige of the Capital.
There's recent reports that President Trump is at a nuclear command center. There he would be afforded complete security while he monitors (and takes action against) foreign and domestic threats.
And, remember the TWO Executive Orders which allow "us" to freeze and seize assets (financial, physical, etc.).
