It's hard to tell where the gunshot came from. I heard it was through the glass on the doors, but I saw and heard no glass breaking. People will only panic if they think the shooting will continue. Generally in such situations there's a lack of information for lots of people. If there are people panicking and fleeing, then they join in. If not, then they might stay calm.
I recently bought a gun and went to shoot it. The most impactful thing was how loud they are. Somebody was shooting in the stall next to mine, and I could feel the gunshots in addition to hearing them.

You mean the hallway she was trying to get into? Why wouldn't the guy in blue right there have heard/seen the shooter correctly and taken cover? Wouldn't that door help people figure out the sound came from the hallway?
There is quite a few angles from this being shown now. It came from the other side of the entranceway. The shooter was on the left, in a corridor, and in one angle you see him draw his weapon, and fire.
