The winning strategy is REQUIRED to be so sneaky and revolutionary, that NO ONE would be able to see it coming. If us ordinary folk can guess the strategy, Dem operatives with 10000x more intel, experience, and resources would have seen it coming from a mile away, and created a contingency plan to nullify it.
More simply: It makes no sense, that Pence would sincerely do this, after all that's transpired these 5 years. Makes much more sense to suggest he might make such an apparently counterintuitive action as this, for the benefit of the real (secret) strategy.
