Of course he's making the statement. He always SAID he would do this if the investigations into the election didn't come up in his favor. Sadly there weren't any investigations, and now we are stuck living with the knowledge the entire system is corrupt along with all the people coming into power. But he's keeping his word, without proof and validation he will peacefully turn over the power because he's not going to start a war. That will probably come later, when those who stole the election do something even more despicable.
