City cops don’t know the people they “serve” they are revenue agents for the city. A face in a sea of 1000s. Local cops, live there, probably grew up there, know the people passed being clocked in. Maybe I’m wrong it’s just my experience in the places I have lived.
Just read about the LA riots. Cops were absolutely useless cowards. Look at how they shot at random trucks they confused for Dorner's and shot into traffic and hit civilians. Cops are no better anywhere else.
