Empty at first. Jump to 1:36:48 mark when the people come in. They are walking slowly taking it all in like tourists pointing at the statues and taking photos. They are touring, not "storming."
How could they not expect the outcome though? I mean opening barricades could mean thousands of people storming the Capitol. You have no idea who is in that crowd. Could be patriots....or not.
I want to believe the officers were doing it for the right reasons. I'm sure some were. It's just odd.
I can see that. I was part of the group that first stormed the building. On my way out, as I got about 30 feet from the entrance, I saw some middle aged woman tap her husband and say "Oh, it's open! Let's go in!" and the made their way towards the door I had come out of. They really seemed clueless as to what just went on and legit thought it was open to the public.
They opened the doors. The first time, nobody went in. Then they opened them a second time and people started to go in. Someone said on one of the videos that the president had ordered the building open to the people.
Setup.
Cspan has security cam footage from the people entering:

Exactly lol
It's pretty funny to watch considering the narrative
The door was opened for them, then closed, then opened, then closed, several times.
Barricades opened because officers wanted to support Trump??? Not expecting the outcome of course.

It is odd, I agree. And the answer could be both options, some were in support of opening the peoples house, some were hoping for destruction.
the videos of people staying in the roped walking corridors sums it up well. It was a peaceful protest.
