The Capitol Police have plainclothes officers like Secret Service who provide the protection details for congressmen and wahmenz. Seeing as this took place at the Capitol, it was probably a Capitol police officer.

Not sure what the speculation is about. Police have already claimed responsibility. Is there a claim of cover-up or something?
