I suspect Pence was part of a deal Trump made with the GOP in 2106 to avoid a rule change to stop him á la Hillary sinking Bernie in the DNC. Similar to Regan having to choose Bush in 1980.
The gop wouldn’t nominate him for election in 2016 if he didn’t take Pence as VP it was their “compromise”. Trump went with GOP because that’s how he’d be able to get enough people behind him to win.
