I just watched that video again this morning. Almost identical to Trump's statement.

It was definitely a sterile comment for the Left to see what they wanted in it, but if you read it with Pompeo's comments in mind, it could as easily be interpreted as not conceding and just "accepting" that the vote happened and that it is just another tally in the naughty boys and girls column.
