Primaries voting is conducted by party, not by the state, afaik. So it is possible.
But i think gop is only useful for salvage (break it and use what you can, throw the rest), but the party itself must be killed.
The gop needs to be held by its scruff and its nose rubbed in shit so that it realizes consequences and that there is no escape
