Then he either sweeps his hand like “stay there we’ve got it” or he’s trying to get the kneeling guy in the tie’s attention, or get the other officer to his left’s attention without bonking kneeling guy. I think maybe the third option because he then pats and points officer 2 to the casualty like “we’re grabbing her and backing out”
