His latest action was allegedly staying at a military complex in Abilene, TX, but that was over 15 hours ago and we have no boots on ground evidence to support this. There are two AF1 aircraft, one of which is crucially permanently stationed in DC which were his last known whereabouts. So I don't think we even know for sure if the Air Force One which flew to Texas actually had him on board.

Scavino's "concession" was made wholly in absentia and has not been confirmed nor denied by Trump or any member of his family. For all intents and purposes, he is STILL the President for another 12 days. Even factoring in social media silence, there is no reason he can't override all known means of telecommunication for an emergency broadcast. Trump is either staying wilfully quiet or his inner circle is completely compromised and he is being held under duress.
